The fire, the deadliest in three decades in the city, was sparked by a faulty heater, according to authorities. Many of the victims died from smoke inhalation and appeared to be immigrants from Gambia.

“Rescue workers found victims on the stairs of each floor and pulled them out with cardiac and respiratory arrest,” said the fire commissioner , Daniel Nigro.
