After spending 36 years in prison for killing a policeman NYPD, Steven Chirse landed a controversial parole buff, but now he’s back in jail, this time for beating his girlfriend so brutally it left him nearly blind.

Chirse, from 64 years old, was arrested Monday for allegedly beating up his younger partner in Brooklyn , two years after he was released from prison for murdering off-duty police officer Angelo Brown during a robbery in 1984.

“This arrest shows that no amount of services or programming behind bars will make this individual fit into society,” he told Daily News Patrick Lynch, President of the Benevolent Association (PBA), the largest police union in New York.

“Rehabilitation is not the goal in all cases. This ruthless cop killer needs to spend the rest of his life in prison so he can’t victimize anyone else,” added the union leader.

Chirse allegedly beat his girlfriend of 24 years in his supportive housing complex on East New York Ave and Strauss St in East New York, on May 7.

He hit her repeatedly in the face while using a fist full of rings, according to a Brooklyn Criminal Court complaint. But Chirse claims he didn’t hit her and they fell to the ground during a fight, a law enforcement source said. The woman became almost blind and underwent surgery.

The ex-con is now being held on Rikers Island for assaulting his girlfriend, after a judge set bail at $25,19 Dollars. His attorney, Paul Magel, declined to comment to the press.

Chirse had been convicted of fatally shooting Brown, of 25 years, on 27 of January of 1984. The off-duty police officer slipped on ice and fell while walking home from the “Jaguar Motorcycle Club” at Sterling Place and Buffalo Ave. in Crown Heights, Brooklyn.

Chirse and his accomplice , Ronald Bush, saw the young policeman on the ground, beat him with a stick and stole his revolver. As they tried to get away in a stolen Ford, Brown jumped on the hood. After a wild ride down the street, they stopped the car and Chirse ended up shooting the young policeman in the neck as they struggled, according to testimony from witnesses at the trial. .

Chirse applied for parole six times before being approved in April 2020. The PBA implied that he was released to slow the spread of COVID-19. “The parole board has shown time and time again that it cares more about criminals than it does crime victims,” Lynch questioned.

In another recent case, Harvey Marcelin, ex-convict of 83 years for killing two of his girlfriends and who now identifies as transgender, was charged with the murder of another woman in Brooklyn in late February. At a State Board of Parole hearing in 1997, Marcelin admitted that he had “problems” with women.
