The kyiv regional military chief said that the northern territory of Ukraine has prepared several hundred “special warehouses” as a precaution against a possible nuclear attack by Russia.
Oleksiy Kuleba, chief of the kyiv regional military administration, said in an interview published Tuesday by the Ukrainian broadcasting channel Hromadske that the Ukrainian government is preparing for a “worst case scenario” as tensions rise in the Russia-Ukraine war. .
“The last eight months have taught us that anything can happen,” Kuleba said, according to the report. “As an officer, I am preparing for the worst case scenario, but I hope everything goes well.”
Kuleba told the outlet that the kyiv army has prepared 425 underground “special warehouses” throughout the region. The military official added that there were already thousands of shelters throughout the region, but noted that “they were not adequate for protection against the threat of radiation.”
“It is clear that, first of all , a person should go to a shelter”, Kuleba continued when speaking about how citizens should prepare for a nuclear attack.
“The second step, the most important, must be communication. If there is a nuclear attack, there will most likely be no communication. The only thing that will work is the radio. Therefore, portable radios must be equipped with batteries. everywhere so that the signal can be received”, he added.
The kyiv military administration is also preparing for larger power blackouts across the region as Russian bombing continues to target power and water infrastructure across Ukraine. Vitali Klitschko, mayor of the city of kyiv, reported this Monday that 350,000 apartments were left without electricity after a series of Russian missile attacks.
Kuleba said a total power cut of up to two weeks was possible if the military “cannot preserve” infrastructure while the strikes continue. Russian attacks, according to Hromadske. He added that Ukrainian officials were preparing for the winter months, as power outages could leave areas unheated for extended periods.
“For such a case, there are 750 stationary heating points in the kyiv region,” Kuleba said, according to the news outlet. “These points are equipped with proper generators, there is food, certain water supplies. In other words, these are shelters that will allow you to be warm and safe”.
Ukrainian President Volodymyr Zelensky said in his late-night speech on Tuesday that officials were doing “everything possible” to make sure citizens had electricity and heating this winter.
“But we must understand that Russia will do everything possible to destroy the normality of life”, added Zelensky.
