Russian President Vladimir Putin today told his Turkish counterpart, Recep Tayyip Erdogan, that Moscow would be willing to reactivate Ukraine’s grain export agreement after an investigation into the attack on its Black Sea fleet in Crimea last week.

“It is necessary to carry out a thorough investigation into the circumstances of that incident (attack on Russian ships in Sevastopol), and to receive real guarantees from kyiv that it will strictly comply with the Istanbul agreements , in particular, regarding the inadmissibility of using the humanitarian corridor for military purposes,” Putin said, according to a statement released by the Kremlin.

The Russian leader added that only after that it will be possible to “study the issue of resumption” of the agreement on the export of Ukrainian grain.

Putin also drew the attention of his Turkish colleague to the non-compliance with the second part of the Estam agreements bul regarding the release of supplies of Russian agricultural products and fertilizers to world markets.

The Russian president denounced that during the three months that the agreements were in force “the task of ensuring the priority delivery of food to the most needy countries has not been completed.”

In this sense, “confirmed Russia’s willingness to supply significant volumes of cereals and fertilizers to Africa for free.”
